Discharge Planning Policy at Oregon Housing & Community Services
Oregon Housing and Community Services seeks a master’s student with interests in state or organizational policy, homelessness
programs, and discharge planning to conduct a Discharge Planning Policy research project.
Oregon Housing and Community Services (OHCS) is the state’s housing finance agency and community services program administrator. The department provides financial and program support to create and preserve opportunities for quality, affordable housing serving Oregonians of lower and moderate income, and administers federal and state antipoverty, homeless, energy assistance and community service programs.
Discharge Planning is a critical component of homelessness prevention, as identified in Oregon’s 10 year plan to end homelessness. OHCS is interested in having this position conduct policy and planning research that will lead to the implementation of discharge policies relevant to the department of corrections as well as mental health, foster care, and health care institutions. The aim of these policies is to ensure that upon release individuals are linked with the housing and essential community supports needed to prevent homelessness.
We seek someone who can continue the research and analysis of state and local discharge planning efforts to identify best practices for the implementation of a coordinated discharge policy. This will likely entail literature review, community based research, and stakeholder interviews. The work schedule will be flexible with the majority of work able to occur independently and at the OHCS Portland office as well as occasional travel to Salem for stakeholder meetings.
All interested students are encouraged to apply. Ideally this person would have interest and knowledge (through coursework and/or experience) in the areas of – direct social service provision, homelessness, policy development, and organizational capacity. The exact project deliverables will be negotiated with the student and OHCS staff. This is an excellent opportunity to gain work experience with government, non profit, and other institutions throughout Oregon , and to satisfy applied research coursework requirements (like PA 509). At this time there is no compensation available for this project.
If you are interested, please send an email to Natasha Detweiler (OHCS Research & Analysis, Natasha.Detweiler@state.or.us) and provide 2-3 paragraphs describing your interests and expertise.
